Still, DPH has “significant concerns”, according to Kelly, about the MGH request for new beds and the potential spending impact from added inpatient capacity. It recommended disapproval of the extra beds but to allow the broader tower project to proceed. Should MGB come back to request adding any of the 94 beds, it must submit data on the number of patients waiting for beds, as well as other factors.
In accordance with the agreements for funding, MGB must conduct annual data reporting on topics such as transfers to and from Brigham and Women’s Hospital and emergency department boarding. It also will invest $7.5 million in community health initiatives. For MGH, it will conduct data-reporting and pay more than $93 million as a health contribution.
Additionally, MGB must complete a performance improvement plan. If it does not comply with the plan, it must consult the DPH about why it is still compliant with the terms of its expansion approvals. Kelley said that DPH staff "see significant concerns" with that request and the potential spending impact from added inpatient capacity at MGH.
