Rotor will not stop turning unless the batteries are unplugged

Hello my fellow Engineers,
I have a 9800 Plus c-arm that has a rotor that constantly spins and the only way to stop it, is by unplugging the batteries or disconcerting the tube connector. Please help! I've replaced the batteries and xray tube already.

Check X-ray control PCB 00-879803 IC U22 and U23. also check Power/Motor Relay PCB 00-879323.

I don't see how the batteries or the tube could be the problem? Do you have a manual, or knowledge of this Carm?. Look for what drives the rotor (rotor control , or similar circuit). Let me know, I can look on the schematics if you need further help.
